Woman in dog-dragging case lost job, faces legal punishment

The woman caught on video dragging a dog behind an electric scooter could face jail time. A criminal complaint was submitted to the Kern County District Attorney’s Office on Wednesday against Elaine Rosa, 39, of Bakersfield, on allegations of animal cruelty, according to a news release from BPD. BPD recommended she be charged with California Penal Code 597(b), a misdemeanor punishable with a year of jail time, a fine of $10,000, or both. Rosa was caught on a home-security video on Jan.
