Woman charged in superior court Friday in dog-dragging case

The woman who was videotaped dragging a dog behind a Bird electric scooter in Bakersfield has been charged. Elaine Rosa, 39, was charged Friday in Kern County Superior Court with felony cruelty to an animal and failure to provide animal care. The felony cruelty to an animal charge carries a maximum sentence of three years in the county jail and up to a $20,000 fine, Kern County District Attorney Cynthia Zimmer said in a news release.
