Video: Woman drags dog behind electric scooter

BAKERSFIELD, Calif. (KBAK/KBFX) – Video captured a woman dragging a dog behind a Bird scooter in central Bakersfield. The video was captured by James Dowell’s home security cameras. He said the incident took place Sunday afternoon on A Street between 19th and 20th streets. Another man posted on Facebook that he encountered the woman while riding bikes. That man, Brandon Sanders, said the dog was bloody and had been dragged by a leash for at least 100 yards at about 15 mph. Path to Full Story on 29 Eyewitness News
