To cut deficit, county fire will use more civilians, ask for new fees on businesses

Seeking an end to annual loans from the county's general fund, the Kern County Fire Department is in the process of transitioning some of its workforce to civilians and will pursue new fees on small businesses. The fire fund was, and continues to be, one of the largest fiscal challenges for local leaders trying to restore order to a budget wrecked by rising pension costs and volatility in the local oil industry.
