Police in Phoenix say they've arrested a man they believe was captured on a viral video dangling a small child over a bathtub and dunking the boy's head into the water.Virgil Mitchell, who has a Bakersfield connection, is in jail in Arizona on suspicion of Path to Full Story on 29 Eyewitness News
