Prop 2 approaches homelessness with "housing first" model

The tent cities, the shopping carts, the beggars and panhandlers. The homeless don't lurk in the shadows, they sit in squalor in plain sight, reminding everyone of their existence. In California the debate isn't if homelessness is a problem. The debate is how to fix the problem.
