Motorist killed when vehicle overturned has been identified

A motorist who died after the vehicle he was driving overturned in southwest Bakersfield has been identified as Hugo Alberto Soto Vargas.The 23-year-old was driving at 3:55 a.m. Sunday in the 4300 block of Planz Road when he lost control of the vehicle, a coroner’s office release said.
