Kern County is getting a handout to give the homeless a hand up. The state is giving the county millions of dollars to get people off the streets. "We're seeing this all up and down California, that there is a crisis," said Jessica Janssen, manager of homeless projects for the Kern County Homeless Collaborative. Kern County isn't immune.
