A man was arrested Thursday for allegedly conspiring to deal drugs with two disgraced Bakersfield police officers.The U.S. Attorney's Office said Noel Carter, of Bakersfield, was given the drugs by then-detectives Damacio Diaz and Patrick Mara between 2012 Path to Full Story on 29 Eyewitness News
