Legal marijuana dispensaries vent frustrations over slow county response

Over the past several months, business at the Therapeutic Health Center has gone up and down. In spite of being one of only 28 legal marijuana dispensaries operating in Kern County, the center's owners say they have been facing increasing competition from the many illegal pot shops that have popped up in the area.
